Why wont my car start?

ok so i have a plymouth neon 1996 and well it wont start now when i try to start it it will make a high pitch wine but you wont hear the engine crank i talked to my auto guy and he said it could be the flywheel but then my granddaddy said it might be the starter caz the starter might not be engaging the flywheel so if its not cranking the engine and makes a high pitch wine what do you think it might be the starter or the flywheel? if you think or know its something else im all open ears . i miss my car:( lol
