Are Canadians typically pive/aggressive?

I am on the phone all day with North American customers and have found that Americans are typically forthright, straightforward and helpful Canadians are quite evasive, unhelpful and play the pive/aggressive game initially. After a minute or two they typically lighten up but those first few minutes are like dealing with a 14 year old. Anyone else notice this?
