What is happening and why don't people care?

Because everything is based on reason. While I morally want to help countries like the ones mentioned, it wouldn't be reasonable- partly because of, yes, money, but also the fact that we may not even help the situation. Instead of a dictator that likes us running those countries, we could have a dictator that hates us. Give the Middle East another 50 years; I think the younger population will usher in reforms once the older traditional leaders are out.
