Question about Hilary Duff's song "Gypsy Woman"?

In the beginning of Hilary Duff's song "Gypsy Woman" some guy says "The Battle Of France Is Over" he says it at the end too. I know this song is about Hil's dad cheating on her mom with a flight attendent but I don't understand this line. Anybody get it??
